Only the top card in each of the stacks is exposed. Based on the four visible cards you have to choose one of the two stacks. Then the other stack is discarded. The three cards in the chosen stack and the two single cards make your five card hand, which is compared with the payout table. In this case the payout table begins with nines or better, which pays 2 to 1. Royal flush pays 1000 to 1.
