When discussing the biggest markets for online gambling in the future, it is mandatory to talk about Europe. It is difficult to sum up the situation in Europe in just a couple of lines, but people in the United States could probably draw an analogy to what happens in their country, where there are federal laws, but also fifty separate states that covet their sovereign status.

There is a European Union that includes all the European countries, and the EU is strongly in favor of allowing online gambling, having stepped up their efforts in recent years to achieve uniformity in this regard. There is a basis in logic for this; the EU members are supposed to be obligated to accept goods and services from the others without any restrictions and without any exceptions.

However, that doesn't mean that all the countries are going to go along with such a thing. Even if they do, some of the regulations are substantially more prohibitive in some countries than they are in others.

Some countries who are members of the EU won't even go that far, because they are strongly opposed to online gambling of any kind. They are actually within their rights to do it, showing an inherent weakness in the EU. And that is where the conflict occurs. In other words, if one country in the EU does indeed license online casinos, other countries should allow their citizens to play with that casino.

Not so, because this creates an atmosphere by which dollars from one country are going to another country when they could or should be taxed. One of two things can happen as an offshoot of this. One is prohibition to residents, and the other is that a country may want to get in on the act. Romania is one of those countries that has seen its residents playing online casino games, but never had an apparatus in place to control, license or tax it, until just recently, when it established the National Gambling Office for the purpose of approving and licensing gambling entities. This will likely be a growing trend, because where there is money, there is bound to be a move to grab a chunk of it. In a roundabout way, that probably benefits the player, not only in Europe but in other parts of the world.
